Dunno what level 2 is, but I recently experienced a problem where I could not start cutting. I finally got in and all the NPCs had different behaviors. The diamond target I expected to find in the vault was not there. The vault was empty. I could see the primary target on my map, but I could not figure out how to get the new location.

Cap, if you have to wait for your friend without a rebreather you will have at most with godlike speed at cutting the grates a maximum of about 2 seconds or less
Any entrance/escape point only needs to be scoped out once, when you discover it the very first time, and then never again. Nope. no. the only things that need to be scoped out again are the primary/secondary targets and things like bolt cutters and outfits. entry/exit points, the solar farm, and air defenses only have to be done a single time.
